Requirements apply to all vehicles including rental cars. Most major rental companies equip vehicles with the legally required items, but always verify at pickup. Spain requires two warning triangles — unique in Europe. Some countries (Germany, Switzerland) do not legally mandate winter tires but hold drivers liable in accidents without them during winter conditions.
A warning triangle and reflective vest are required in almost every European country. Beyond that, requirements diverge. Eastern European countries and Turkey tend to require the most equipment — first-aid kits, fire extinguishers and spare bulb sets are common mandates. Nordic countries and Ireland have the lightest requirements.
Winter tire rules are equally varied. Scandinavian countries, Austria, and several Central European nations mandate winter tires during specific date ranges. Germany has a situational obligation — winter tires are required whenever winter conditions exist, with no fixed dates. France requires winter equipment only in designated mountain zones under the Loi Montagne. Mediterranean countries generally have no winter tire requirements outside mountain passes.
