Bilbao's transformation from industrial port to cultural destination — anchored by Frank Gehry's titanium-clad Guggenheim Museum — is one of Europe's great urban success stories. But Bilbao is also the gateway to the Basque Country, a region of misty green mountains, world-class cuisine, and a dramatic coastline that a car lets you explore at your own pace.
Bilbao Airport (BIO), also known as Loiu Airport, sits 12 km north of the city. The terminal, designed by Santiago Calatrava, houses car rental desks from Avis, Hertz, Europcar, Sixt, Enterprise, and Goldcar. Economy cars start from €18-€30/day. The airport connects directly to the BI-631 road into the city or the AP-8 coastal motorway.
The Basque Country is hilly, green, and often wet — but the roads are excellent. The region has Spain's best-maintained road network, with modern motorways connecting all major towns. Key driving characteristics:
The coastal drive from Bilbao to San Sebastián is one of Spain's most underrated routes. Instead of the fast AP-8 motorway, take the BI-3101 coast road through fishing villages like Bermeo, Mundaka (famous surf spot), Lekeitio, and Getaria. The landscape alternates between dramatic cliffs, green hillsides, and sheltered sandy coves. Stop at Gaztelugatxe for the Game of Thrones island, and at Getaria for grilled turbot at the harbor restaurants. Allow a full day for the 150 km coastal route.
The Basque Country is arguably Europe's greatest food destination, and a car lets you hit all the highlights. The famous pintxos bars of San Sebastián's old town are just the beginning. Hondarribia on the French border has extraordinary restaurants. Astigarraga near San Sebastián has traditional cider houses (sagardotegiak) where cider flows from enormous barrels. And crossing into the French Basque Country (Bayonne, Saint-Jean-de-Luz) adds another dimension — no border controls, but suddenly the signs are in French and Basque.
Fuel costs €1.55-€1.75/liter, slightly cheaper than France just across the border. The Basque Country has strict speed enforcement. Cross-border trips to France require no paperwork within Schengen. Most rental companies allow France travel without extra fees. Winter driving rarely requires snow equipment at sea level, but inland roads toward Navarra and the Pyrenees may need chains from December to March.
You can pick up a rental car at these airports near Bilbao:
| Zone | Cost | Notes |
|---|---|---|
| Casco Viejo (Old Town) | €1.90/hr | Very limited parking in the medieval old town. Most streets are pedestrianized. Use nearby underground garages. |
| Parking Guggenheim (Underground) | €16/day | Underground garage next to the Guggenheim Museum. Convenient for the museum district and riverside areas. |
| Ensanche / Abando | €1.50/hr | Blue-zone metered parking in the 19th-century grid district. Maximum 2-hour stay. Garages available on Gran Vía. |
Traffic note: Bilbao sits in a narrow river valley surrounded by hills, making its road network feel constrained. The city has invested heavily in public transport (metro, tram) which reduces some pressure. The AP-8 motorway along the coast and the AP-68 to Vitoria are toll roads. Mountain roads in the surrounding Basque Country are scenic but winding. Rain is frequent (Bilbao averages 1,200mm annually), so wet-weather driving is the norm. The city center has restricted zones and frequent road closures for events.
